CARB Clean Truck Check Program Guide for Sacramento Fleets
Everything commercial fleet owners and independent owner-operators need to know about California heavy-duty diesel regulations.
Program Overview
The Clean Truck Check (CTC) regulation, adopted by the California Air Resources Board (CARB) under Title 13, California Code of Regulations, combines periodic emissions testing with automated road-side emissions monitoring to ensure that heavy-duty vehicles operating in California remain compliant with state emissions standards throughout their operational lifespan.
Key Regulatory Milestones:
- Annual Entity Reporting: All vehicle owners operating in CA must register their company and fleet on the CARB CTC database.
- Semiannual Testing (OBD Vehicles): Starting in 2024/2025, 2013 and newer diesel vehicles must submit OBD scan data twice per year.
DMV Registration Holds & Penalties
Failure to submit passing CTC test results or pay annual state compliance fees results in an immediate registration hold placed on your vehicle by the California DMV.
Out-of-State Vehicles
Out-of-state motor carriers driving through California are equally subject to CTC regulations and roadside PEIR scale inspection citations.
Freight & Terminal Access
California seaports, intermodal railyards, and distribution hubs are legally prohibited from allowing non-compliant trucks into their facilities.
